Vitamin E supplements help, and also what I have found helpful in growing any hair out is to wet it, right before you shampoo and condition, and massage warm olive oil into your scalp and hair. Depending on how long you want it to be, it could take years to grow out. I got my hair cut very short about a year ago and I have only gotten it trimmed a couple of times since, but it's still only down to my shoulders.
